    Abstract:

The evaluation of educational quality should provide all the societal stakeholders the unbiased, objective, scientific and reliable information Nevertheless, there appeared a trend of the value alienation in the evaluation of higher learning institutions, some scholars questioned the evaluation quality of higher education itself, and this should be drawn public attention The author makes analysis on the introduction and progress of the evaluation of higher education in Taiwan, China, which is stamped with the similar cultural background and thinking logic with China mainlanders; hopefully, this can be of reference to individuals concerned The author argues that ideas can be drawn from Taiwan’s experiences in the legalization of higher education evaluation, the establishment and operation of the professional agencies, the evaluation norm systems, and the vision of internationalization
