Abstract:Talents play an indispensable role in technology innovation. But the increase in students’ number doesn’t necessarily lead to efficiency improvement. Based on the college graduate education system, a Decision Making Unit (DMU) for creative talents production, this essay takes an efficiency appraisal of creative talents in 28 technology colleges under the direct administration of the Ministry of Education via DEA (Data Envelopment Analysis). The result indicates: first, overall, the college gradates’ efficiency has greatly improved, along with much potential. Second, the education investment is not the only decisive factor for creative talents’ production and it is more important to improve efficiency than to enhance investment providing the limited resources.
