The paper introduces a new way to solve the problems in the study of journal evaluation, which is to construct management information system of journal evaluation The paper also discusses the meaning and objectives of journal evaluation and the three key factors of such management information system which includes the design of index system, function design and the technology of such system In the end, the paper points out the future of such information system
