This paper analyzes connotation of harmonious campus and modern university system, discusses the driving force of institutional reform of university in the history, and puts forward the concept that modern university system is the institutional safeguard for the construction of socialist harmonious campus, which has been further elaborated from three aspects of the university including its regulation system, internal management and campus culture.
