This paper studies the rural power companies of Chongqing Area, using the Data Envelopment Analysis method (DEA) based on slacks measure to analyze the difference between the rural electricity distribution company and the state-owned electricity distribution company. The result shows that the operation performance of rural electricity distribution company is significantly lower than that of state-owned distribution company. The research can guide how to promote the performance of rural electricity distribution companies during the reform.
