Abstract:Using scientific methods and techniques, ecological value assessment determines the value of ecological system and its derivative eco-services based upon which human survives. Performed by specialized agencies and professionals in accordance with specific criteria and procedures, ecological value assessment is crucial to providing the value of various eco-services, establishing a quantitative evaluation of sustainable development, implementing eco-compensation, and reasonably pricing ecological resources. Therefore, there is a necessity to legalize and regularize ecological value assessment, a systematic effort including the identification of the assessing body, determination of its legal status, classification of the objects to be assessed, determination of the types of their values, as well as the selection and development of suitable assessing methods. As a new and unique form of asset evaluation that complements current asset evaluation systems, the development of ecological value assessment is envisioned to provide a critical mechanism to improve asset evaluation laws.
