Economic explanation of Chinese cadre governance: Analysis based on political labor market perspective

    Abstract:

    Since the founding of the People's Republic of China, especially since the reform and opening up, China has placed great emphasis on the building of an official cadre management system and has gradually formed its own characteristics. From the perspective of economics, we regard this system as a labor market and extract two major characteristics of its internalization and unification. Unification is mainly manifested in the high mobility of officials and cadres in the internal labor market, including frequent transfers and rotations. This unification has brought considerable efficiency to the entire political labor market operation and has become an important organizational guarantee for China's economic development and has effectively driven the rapid economic and social development. However, this high liquidity also hides risks that should not be ignored, including the short-term behavior of officials and policy uncertainty. China should shape a more stable and efficient government management system through such strategic means as administration deregulation and decentralization.
