    Abstract:

    Achievement evaluation is an important part in the scientific research evaluation of humanities and social sciences. Breaking the "four-only" and the "five-only" is not to abolish the evaluation, but to establish scientific and effective evaluation methods. This paper takes the achievement result of the annual project of the National Social Science Fund of China as the research object. The DEA method and variance analysis method are used to draw the conclusion as follow:qualitative evaluation mainly based on peer review has certain rationality and should be the main method in the evaluation of achievements in humanities and social sciences; quantitative evaluation of stage achievements can be used as an important supplement to peer review, especially in the applied research based subject achievement evaluation. This paper provides new ideas to improve the evaluation of achievements in humanities and social sciences:take stage achievement and final achievement together as the evaluation objects; develop a comprehensive evaluation method which mainly based on peer review and supplemented by quantitative evaluation; carry out classification evaluation according to different research types; use meta-evaluation to monitor the existing evaluation system.
