      2014, 20(4):1-9. DOI: 10.11835/j.issn.1008-5831.2014.04.001 CSTR:

      Abstract (898) HTML (361) PDF 2.18 M (957) Comment (0) Favorites

Abstract:Taking Chongqing as an example, we analyze the effect factors of undertaking capacity in regional industrial transfer in western China with the provincial panel data from 2002 to 2010.The spatial econometrics analysis shows the results. About the cost factors, the tax is the most important factor for the undertaking capacity of industrial transfer. About the investment environment factors, the economic development and mercerization level can reduce the undertaking capacity while the technology gap will promote it. The influence of regional industrial concentration, openness and infrastructure construction condition is quite limited. And the technology gap is more important than others. About the market potential factors, relative industrial cost can reduce the undertaking capacity while the effects of relative total assets and the sale rate are not important. In view of this, we give some policy suggestions to improve the undertaking capacity of industrial transfer in Chongqing.

Abstract:Strategic emerging industries in western regions have become the main future development direction, and the core factors of narrowing the gap with eastern regions. Studying in the case of Sichuan, Chongqing and Shaanxi finds that, at present strategic, emerging industries development has some problem, such as homogeneous competition, dividing from the traditional industrial foundation, too much emphasis on government’s force, neglecting the cultivation of local enterprises and environmental costs, which will seriously affect long-term sustainable development and competitiveness improvement of western strategic emerging industries. Based on that, we build the focus of western strategic emerging industries development.

    • Research on the Science and Technology Innovation Path of Tourism Structural Transformation and Upgrading: As an Example of Guangdong Province

      2014, 20(4):16-24. DOI: 10.11835/j.issn.1008-5831.2014.04.003 CSTR:

      Abstract (1442) HTML (345) PDF 1.83 M (799) Comment (0) Favorites

Abstract:Structural benefit analysis and structural relevance analysis are popular in the research of tourism. When referring to the relationship between the support of science and technology and tourism structural transformation and upgrading, the function and single impact of science and technology are the hotspots in research. Focusing on the regional structure, consumption structure and industrial structure, the authors lead the structural research of Guangdong province to a deep and systematic way and conclude the science and technology innovation path of tourism structural transformation and upgrading. The research shows that the geographic concentration of the six major tourism indexes such as tourism revenue and overnight tourist in the four major economic regions of Guangdong province is mainly between 70 and 90, which indicates the regional imbalance in tourism economics. Even though the tourism per capita consumption in Guangdong is above the national average level, its structure is not reasonable, which leads to a low number in basic tourism consumption when compared with developed countries and especially in the departments with high flexibility such as touring, catering and entertaining. The shift-share method is adopted to analyze the tourism structure of Guangdong province which shows a structural irrationality both in the fixed assets and the business income and a lack of competitiveness. In spite of the high ranking in the total amount of tourism, improvements in tourism competitiveness of Guangdong should be made immediately. Based on the innovation of science and technology, it is necessary to explore the potential of the tourism development in Guangdong. Thus, approaches such as updating the tourism facilities, introducing high-tech elements into tourism products, optimizing the product structure, industrial convergence and technology diffusion should be adopted to extend the industry chain and promote new types of tourism. Meanwhile, approaches like industrial competition and cooperation in regional tourism, the cluster of knowledge spillover and the science and technology guidance to regions with different tourism resources should be adopted to optimize the spatial structure of tourism. The innovation of science and technology should be put into practice to support the tourism structural transformation and upgrading in Guangdong province.

Abstract:Based on the sample data of 345 farmer’s in Chongqing, this paper analyzes the influence factors of farmers’ willingness to participate in land roll out practice by binary Logistic model. As the model’s results show: farmers’ age, marital status, family scale, the agricultural income proportion, land complex feelings and land management earnings have negative impact on the land transfer willingness of peasants, while farmer’s cultural level, status of family members going out to be workers, non-agricultural employment expectation, desire of entry the city, land management cost and land circulation subsidy policy formulated by the government have positive impact on the land transfer willingness of peasants. In addition, the study concludes that: Land circulation promotion should be combined with urban construction, to keep both the push degree coordinated and prevent the occurrence of the second. In addition, farmers’ gender, household income, land transfer program fail to pass the test of significance and have’t no significant effect on farmers’ willingness to participate in land roll out practice.

Abstract:The gross social security contribution rates level is in a dilemma. The article researches how social security contribution structure affects the employment if the gross social security contribution is invariable. The theory model finds that the change of contributions structure will affect the nominal wage, employee’s effort and unemployment rate. The China’s reform experience since the early 1990’s provides the data for empirical study. The result of simultaneous equations econometric model indicates that, increasing employee’s contribution rates will leads to the lower employee’s effort and employment rate. The policy recommendations is that increasing employer contribution rate will improve the employee’s effort and employment rate.

Abstract:By making clear the relationship between inflation rates and stock real return in different states of inflation’s trend, this article finds the correlation between stock market and macroeconomic variables. By econometric testing, it is showed that weak negative relationship between real stock return and inflation stems from weak proxy effect during Jan 1994 to Dec 1999 which is characterized as go-down trend of inflation and strong negative real stock return-inflation relationship stems from remarkable proxy and money illusion effect during Jan 2000 to September 2011 which is characterized as go-up trend of inflation, so the transmission mechanism of inflation rate to market and the sensitivity of stock price changes to macroeconomic news depends on the state of inflation and implementing the appropriate tight monetary policy in advance to control the go-up trend of inflation can maintains the stability of stock market.

Abstract:Based on the capital asset pricing model, this paper divides the value of human capital into internal value and external value by sources of risk. By human capital pricing model, it gives the reasonable explanation that human capital pricing is mainly on calculating the internal value which is changed with external risk. In order to reveal human capital’s Matthew Effect, threshold panel models are applied in this paper to find out the thresholds instead of average years of schooling, which overcomes the normal methods’ deficiencies and is more effective to express the spillover effects of human capital. In addition, the model given in this paper not only gives us a new method to price current human capital by internal and external factors, it can also calculate dynamically future human capital price. Furthermore, it is easy to extend the model by subdividing the variables of industries and position to get much accurate human capital price which is practical applicability in real world.

      Abstract (947) HTML (569) PDF 3.31 M (867) Comment (0) Favorites

Abstract:Based on the Western culture, Daniel Kahnemanh and Amos Tversky’s prospect theory finds that decision-makers will have reverse preference under different levels of probability in risk decision-making. In the condition of the same expectation, the decision-makers showed a different risk preference under high probability and low probability. This research explores the features of risk decision in the context of Chinese culture, and the results show that under the condition of profit, the Chinese respondents showed the same preference reversal as the Westerners. However, in the case of loss, the Chinese and Western participants showed different behavior features, that is, Chinese respondents didn’t show obvious preference reversal. Further analysis reveals that the Chinese male and female showed the opposite choice preferences under the condition of low-probability loss. Chinese male preferred the choice with lower risk of loss and larger amount of loss. However, Chinese female preferred the choice with higher risk of loss and smaller amount of loss. This shows that the risk decision-making individuals with different cultural backgrounds have different risk preferences, and that gender has an impact on the risk preference.

      Abstract (1024) HTML (547) PDF 1.53 M (771) Comment (0) Favorites

Abstract:Public management’s value orientation not only relates to the consciousness level, such as ideals, beliefs, and administrative attitudes of public managers, but also has a direct impact on their behavior patterns, policy options and institutional construction. The history of a hundred years’ public management is also the research history of the public management basic value mindset, especially the study of equity and efficiency has been the main point of public management research, but there is a disagreement between the researchers about the relationship of above two ones. From the view of essential characteristics of public management—“Public”, it is totally different from the administration what Thomas Woodrow Wilson puts forward. Therefore, the public management theory has to re-trace to origins, the efficiency value worshiped by the public management also has a necessity to re-examine. In addition, public management’s chasing for efficiency comes from the external item of economics and management. But no matter “The maximization of social welfare” or “Pareto Optimality”, both of them have their intrinsic defects. So its transferability is questioned.

Abstract:Based on market observation and in–depth analysis of reviving methods of dormant brands, this paper explores residual clues of brand equity through usage of cue theory of psychology. It extends the theory of evoked set in marketing and establishes a connection between derived mechanism of dormant brands and integrated application model. It fundamentally solves the sustainability of brand development after reviving and creating a new perspective of study on brand management strategy, which has a larger theoretical and practical significance. By empirical research methods, the paper confirms differences between loyal and disloyal customers are significant only as far as old style and old function as for dormant brands which disappeared five years or ten years ago. As for dormant brands which disappeared between five years and ten years ago, differences between loyal and disloyal customers are significant as for three strategies. But there is not significant difference as for female and male customers. It reaches conclusions that enterprise may adopt different strategies to revive dormant brands as for different customers.

Abstract:The civil liability of cessation of patent infringement is not of inevitably consequent judicial decision in patent cases since the primary patent right is distinguished from the patent right remedy. Based on the alternative strength of patent right protection, the “functional failure” of tort liability resulted by the alienation of patent right, as well as the inherited preference of Ethics exposed to the judicial process, the judges enjoy the justification of discretion. It is significant that the judges should apply this kind of power carefully, which is not only about the authority of patent infringement remedy systems and the judicial justice, but also about the profound impacts to development of technology and economy. In stop patent infringement liability in the prudent exercise of discretion, not only about the legal system of patent infringement claims the authority and impartiality of the judiciary, and the profound impact of technological innovation and economic development. Enlightened from the judicial experiences of permanent injunction in the field of U.S. Patent Law, Chinese judges should follow the spirit of patent law, ethics, public patent policies when to apply the discretion into the liability of cessation of patent infringement.

Nowadays, the international society has agreed that corporations could hold international criminal liabilities under international criminal law. However, some international organizations as well as the international criminal law academia have not recognized corporations’ status under international criminal law. For that reason, instead of holding corporations responsible, the international society could only blame the corporate employees under corporate complicity for the atrocities which have been committed by corporations.

Abstract:The concept of environment infringement breaks through the anthropocentrism barriers and contains all the connotations of environmental pollution and ecological destruction which are caused by human environmental behaviors. Relief of the imputation principle of present environment tort mainly aims at the personal right and property right tort caused by environmental pollution and ecological destruction, but more torts towards environment and ecology can not get relief. Therefore it can’t assume the full relief responsibility for environmental infringement. According to causal behaviors of environment infringement and different natures of the Infringed rights, to learn and use the idea of common but differentiated responsibility principle in international environmental law to attribute the liabilities and set up specific responsibility attribution mechanisms, will help to get rid of one-sidedness of present imputation principle of environment tort. And it is very meaningful to realize the comprehensive, reasonable and equitable sharing and to realize ecological justice.

Abstract:Marx and Engels didn’t put forward the concept of “STS”, but their works contain rich content and profound thought of STS. STS thought of Marxism has double dimensions, outstanding performance in the dual role of science and technology to natural, social and human beings. Science and technology not only transform and utilize the nature, but also damage or even destroy nature. Science and technology not only promote the development and progress of society, sometimes will hinder social development. The development of science and technology not only promotes the liberation of the human beings, and will make them into a new “slavery”. The fundamental implication of STS thoughts of Marxism is: to overcome the negative effect of science and technology, and make science and technology coordinated development with the natural, social, human, fundamentally speaking, is not to eliminate the science and technology itself, but to transform the application environment of science and technology.
