      Abstract:Xi Jinping Thought on the Rule of Law sticks to the method and position of Marxism, combining with the development environment, historical tasks and basic national conditions of the primary stage of socialism, from three "new" dimensions to scientifically explain the "new concept", "new thought", and "new strategy" of comprehensively governing the country according to law. It is not only an important part of the framework of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the latest development and achievement of the Chinese Marxist theory of rule of law and the socialist theory of rule of law with Chinese characteristics, but also the fundamental follow and action guide for comprehensively advancing the rule of law from theory to practice in the new era. The theoretical innovation of this thought in the fields of governance by law, road to the rule of law, relationship between the Party and the law, and governance of the country according to the constitution has deepened the understanding of the general law of state governance, the law of socialist rule of law and the law of the Communist Party's rule of law, and opened up a new realm of the development of contemporary Chinese Marxist theory of rule of law, which has made original contributions to the development of the 21st century Marxist theory of rule of law.

      Abstract:Xi Jinping Thought on the Rule of Law contains profound thoughts on the rule of law in supervision, and has formed a three-dimensional and multi-level system of thoughts on the rule of law in supervision on both theoretical and practical levels. From a theoretical perspective, it includes the Party's leadership thinking, thinking of the people as main body, the Chinese rule of law thinking, and the overall anti-corruption thinking; from a practical perspective, it emphasizes the implementation of the Party's leadership in anti-corruption practices, enhancing the people's happiness through anti-corruption legalization, promoting the transformation of the advantages of the supervision system into the effectiveness of supervision and governance, and promoting the high-quality development of anti-corruption work with high-quality supervision. The legal thought system of supervision expresses the basic logic and core meaning of the continuous deepening of the reform of the state supervision system in the new era, that is, the Party uses the rule of law to realize the comprehensive supervision of the operation of public power. Xi Jinping Thought on the Rule of Law has developed the thinking on the rule of law in supervision and led the practice of the rule of law in supervision to a new height.       Abstract:System self-confidence is a positive evaluation of the efficiency of system function and a firm confidence in the advantages of system. System self-confidence is associated with the exploration, establishment, development and improvement of the system, which originates from the guidance and innovation of deep-seated system theory, and also from the scientificity and effectiveness repeatedly confirmed in system practice. In the centennial struggle course of the Communist Party of China, it has constantly improved the system construction based on the needs of the Party's construction and development and the needs of the modernization of the national governance system and governance capacity, which laid a solid historical, theoretical and practical foundation for the socialist system with Chinese characteristics.       Abstract:Over the past 100 years since its founding, the Communist Party of China has led the Chinese people to unremittingly explore the institutional advantages of socialism with Chinese characteristics. It has gone through the initial exploration of the institutional model in the period of New Democratic Revolution, the continuous formation of the institutional advantages in the period of socialist construction, the continuous display of the institutional advantages in the period of reform and opening up, the continuous perfection of the institutional system in the new era and the 100 years of comprehensive stimulation of the institutional advantages. The fourth plenary session of the 19th CPC Central Committee summarized these significant advantages into 13 aspects. The formation and manifestation of these significant institutional advantages is a sign of a more mature socialist system with Chinese characteristics and a fundamental embodiment of the CPC's original intention. Summing up the historical experience of the Communist Party of China in exploring the advantages of the socialist system with Chinese characteristics has a direct enlightenment on the new journey of socialist modernization with Chinese characteristics.

    • Research on the assessment of academic achievements from the perspective of the policy of removing the “five standards for profession elevation”

      Abstract:Recently, the Ministry of Education, the Ministry of Science and Technology and other departments have issued policy documents to abolish the malpractice of "five standards for profession elevation", with special emphasis on removing the "five standards" orientation in academic assessment. So, what are the problems in the academic assessment system of China, what are the reasons, and how to solve them? After combing the existing literature, we find that:at present, the evaluation of academic achievements in China is susceptible to the rank of authors or units. Personal interests and unit interests are related to the assessments. The units' academic assessment system is affected by policy documents issued by government departments at all levels, and there are blind areas in the evaluation of interdisciplinary academic achievements. After analyzing, the orientation of academic assessment indicators issued by evaluation institutions around the world, the academic assessment systems established at all levels of teaching and research institutions, and the relevant systems for subdividing academic achievements according to disciplines and majors, are causes for the ill practices mentioned above. Drawing on the successful experience of academic assessment in developed countries and taking the purpose of China's academic assessment into consideration, we suggest re-examining China's academic assessment system, so as to improve it and encourage scholars to have more meaningful and high-level academic achievements, where removing the standards of essays only doesn't mean absolutely abandoning essays as an indicator in the assessment.

      Abstract:Latin America and the Caribbean (LAC) is the natural extension area of the 21st century maritime Silk Road, as well as the indispensable and important participants of the Belt and Road Initiative (BRI).At present, taking advantage of bridging the consensus and drawing a blueprint for cooperation, China-Latin American Cooperation under BRI has entered a new stage of high-quality development.LAC think tanks play a special role and influence in national diplomatic strategy.This paper tries to take LAC think tanks for analysis, dynamically analyze the cognition and interaction of BRI in LAC countries, and focus on the realities and existing problems of China-Latin American Cooperation under BRI, as well as put forward policy suggestions.BRI has become an important part of the LAC think tanks' China-related research, but some countries still have doubts.LAC think tanks' researchers on BRI are too concentrated and the study fields are limited.Both sides need to make efforts to promote better development of China-Latin American Cooperation under BRI.In particular, the "dual circulation" development pattern of China and the international cooperation fighting against COVID-19 entail new fields for China-Latin American Cooperation under BRI, which have become a vivid embodiment of building a community of shared destiny of both sides.

    • Morality embellishing the surrounding territory: Dong Zhongshu's thought of “great unification” and Emperor Wudi's theory of “southwest Yi”

      Abstract:During the reign of Emperor Wudi of the Han Dynasty, Confucianism and politics developed independently and merged into the pulse of the same era. As the "Confucianist school" in this period, Dong Zhongshu made great efforts to transform Confucianism and make it a practical ideology for the society and the state. His theory of "great unification" met the need of Emperor Wudi of the Han Dynasty to "run the world with virtue", thus completing the transition of Confucianism from top to bottom. However, due to the Han-Xiongnu War, Dong Zhongshu had no chance to put his ideas to good use in Xiongnu. Because of the foundation laid by Tang Meng road-cutting and Zhang Qian's investigation, Emperor Wudi of the Han Dynasty was determined to develop and manage the southwest Yi. Due to the special geographical position, the military strength of the southwest Yi was the weakest among the "Four Yi", and it would not pose a threat to the central plains dynasty. When the Han Dynasty concentrated its troops in the northern border counties, it was impossible to attack the southwest Yi as Xiongnu did. It provided space for the Han Dynasty to popularize Dong Zhongshu's idea of "great unification". The implementation of this Confucian thought is mainly embodied in the development of the road, the placement of officials and immigration. The first successful practice of Dong Zhongshu's thought in dealing with the problem of Yi-Xia was to manage the southwest Yi. The development of the Yi people in the southwest established the authentic status of Confucianism. Dong Zhongshu's thought of "great unification" became the dominant thought of the following dynasties, which has important reference for handling of ethnic relations, strengthening national unity, and developing national economy and culture.

      Abstract:The creation and evolution of Chinese characters have not been divorced from the habit of creating Chinese characters by observing natural images. Chinese literates' stable and distinct way of thinking of observing natural images has been formed. It is the way of thinking that has far-reaching impact on literary and artistic creation, especially on the mind-matter theory. The mind-matter theory in literary and artistic creation not only pays attention to literates' psychological reaction by observing the matters in nature, but also to the literary and artistic creation on the basis of literates' understanding of matters in nature, which is in line with the thinking mode of the creation of Chinese characters. However, the mind-matter theory in literary and artistic creation has witnessed much more complicated changes and evolutions, compared with the creation of Chinese characters. Although the "images" in the mind-matter theory remain their vividness and concreteness in literary and artistic creation, they do not try to reflect the original representation of concrete matters in reality. On the contrary, they go beyond in emotionalization and aestheticization.

      Abstract:Food waste is a major practical issue of global concern. The sudden attack and spread of the COVID-19 epidemic have made the situation of food waste in countries around the world more serious, and some countries have experienced food crises. In order to stop food waste and promote food conservation, formulating or issuing regulatory documents has become the common choice of the United Nations, the European Union and many countries. Aiming at the current situation of the decentralized principles of food-saving legislation in China, the lack of accountability and comprehensive governance mechanisms, and the low level of regulation, this article attempts to make a normative and comparative study on legislation related to food-saving abroad, to provide useful references for China's promulgation and implementataion of anti-food waste law from, regulatory subjects, regulatory objects, regulatory process, regulatory model and other aspects

      Abstract:It is the most important task to scientifically define the types of illegal acts of food waste in food conservation legislation. To classify the types of illegal acts of food waste, behavior subject, behavior mode and subjective fault are the three core factors. From the perspective of behavior subject, it can be divided into consumers' behavior of wasting food, restaurant operators' or canteen managers' behavior of wasting food, supermarket operators' behavior of wasting food, food producers' behavior of wasting food, food transporters' behavior of wasting food and other food waste behaviors that need legal regulation. From the perspective of behavior patterns, illegal acts of food waste can be divided into public and private behavior, occasional waste behavior and multiple waste behavior, waste behavior alone and organizing others to implement waste behavior. From the perspective of subjective fault, it can be divided into intentional food waste behavior and negligent food waste behavior. Not all food waste behaviors should be included in the regulation scope of law. The legislation should reasonably determine the standards for identifying illegal behaviors.

      Abstract:Including China, global food waste seriously endangers security of food, resource and environment. Food waste has always been condemned morally, and there are practices of restricting food waste through systems in some countries. The theoretical dilemma of anti-food waste legislation is that, the right holder has the right to dispose of all his property (food included), according to the theory of ownership. In fact, at a time of serious food crisis and environmental resource crisis, the waste behavior characterized by "free" disposition has shown as excessive release of ownership tension, and it deviates from the requirements of resource sociality. The theory of ownership that does not bear any social obligations is facing new changes. Based on the resource sociality theory, anti-food waste legislation aims to correct the excessive release of ownership tension, and meet the requirements of social obligations and environmental obligations of property rights. Anti-food waste legislation should focus on the needs of ecological civilization construction and meet the requirements of the green development idea. Beyond the framework of "economical anti-waste" and "recycling anti-waste", it should build a "circulating anti-waste" system. And it should contain not only mandatory constraints, but also policies and measures that promote and guide the development of related green industries. Also, the "Anti-Food Waste Law" can be a breakthrough to push forward the construction of anti-waste national legislative system.

      Abstract:Confronted with the fresh way of reading method and the publishing industry brought by the information technology revolution, we should meet the cultural needs of the public with a more open opinion. However, in the digital age, the strong ability of information dissemination can easily lead to the loss of economic interests of copyright owners. This paper explores the role orientation of modern libraries in digital reading environment from the change of information dissemination mode, and resolves the rights disputes between modern libraries and copyright owners under digital reading. This paper explores the development of reading behavior and information dissemination, finds out the impact on the publishing industry and the libraries in the information technology era and their adaptation scheme, finds out the spirit of the library in the digital reading era, as well as the conflict of rights between the library and the copyright owners, and finds out the solutions. The essence of the conflict is the contradiction between public reading rights and copyright owners' property rights. On the one hand, it is the social and cultural undertakings of public digital libraries, on the other hand, it is the interests of copyright owners who have devoted themselves to the cultural industry. The contradiction between them is reconcilable. We can learn from the effective experience of the British public lending rights system and related commercial services. The system of digital lending should be reformed so that an institution of digital lending right in line with the actual situation of China could be established.

      Abstract:The application of new information communication technologies in the field of justice in the new media era is profoundly affecting the relationship between justice and the public. Among them, judges are full of expectations for new information communication technologies, and it is a rare opportunity to promote the openness of justice and the realization of judicial justice. The article studies the new media contact and information dissemination status of the "judge" group as one of the "audiences" of judicial publicity. The article finds that the relationship between new information dissemination technology and judges' "empowerment" effect is complex and dynamic. New communication technologies have played an active role in obtaining more social resources for judges, promoting the improvement of the law, and combining the legal and social effects of judgments, but the issue of "empowerment" in the pursuit of the goal of "same judgment in the same case" is complex. At the same time, the "empowerment" of judges by new information dissemination technology is also facing the real dilemma. Therefore, in order to strengthen the "empowerment" effect of new information communication technologies on judges, it is necessary to upgrade the concept and strengthen the system construction, which has become one of the important ways to achieve the goal of judicial openness and justice.

      Abstract:Development zones are an important "institutional arrangement" in China's reform and open process, playing a leading and exemplary role in institutional transformation, market mechanism cultivation, industrial structure upgrading and driving regional economic growth, but there are many problems such as policy generalization, waste of land resources and lack of innovation. It is an important research topic to sort out the development experience and shortcomings of China's development zones over the past 30 years, and to look into their future positioning. Based on a detailed discussion of the origins, driving mechanisms, development stages, functional evolution, and problems faced by China's development zones, this paper summarizes the successful experiences of China's development zones in four aspects:institutional arrangements, comparative advantages, industrial clustering, and business environment. In the future, the development of development zones should realize the transformation from production to life, from efficiency to equity, from prosperity of land to prosperity of people, from periphery to center, from specialization to diversification, from high growth to high quality development, and from openness to domestic and international double circulation.

    • Research on the measurement and influencing factors for TFP of land utilization in Chinese urban agglomerations from dynamic perspective

      Abstract:It is of great theoretical and practical significance to improve the TFP of land utilization for rational and efficient use of land resources and to coordinate the development of economic development, resource allocation and environmental protection of urban agglomerations. The use of DEA-Malmquist index is to measure the dynamic TFP of land utilization of Chinese urban agglomerations from 2003 to 2016. The Tobit regression model is used to study the factors affecting the dynamic changes of TFP of urban agglomeration land utilization. The results show that:from the time dimension, increasing by an annual rate of 0.7% TFP of urban agglomeration land utilization, the TFP growth of urban agglomeration land utilization is based on technical efficiency and technological progress "dual-core drive", the improvement of technical efficiency is mainly related to the improvement of pure technology efficiency, and scale efficiency is the bottlenecks for the improvement of technical efficiency and TFP of land utilization; From the spatial dimension, the TFP of land utilization in Jinzhong, Hachang, the West Coast of the Straits, the Central Plains, the middle reaches of the Yangtze River, the Beibu Gulf, Chengyu, Qianzhong, Guanzhong Plain and Lanxi agglomerations is decreasing, the TFP of the other urban agglomerations is on the rise, and the TFP of land utilization in Beijing-Tianjin-Hebei, Hubaoeyu, Liaozhongnan, Yangtze River Delta, Shandong Peninsula and the northern slopes of the Tianshan Mountains has become a "dual-core drive" of technological advancement and technical efficiency; As for the influence factors, GDP per capita and the balance of RMB loans of financial institutions at the end of the year have a positive effect on the TFP of land utilization of Chinese urban agglomerations, the proportion of urban fiscal expenditure to the city's GDP and population density has a negative impediment.

    • A study on the impact of human capital-industrial structure matching degree on urbanization: Empirical evidence from 287 cities at and above the prefecture level in China

      Abstract:How to ensure the employment stability and promote the sustainable development of urbanization is an issue worthy of attention. Generally, the existing literature only studies the impact of human capital or industrial structure upgrading on urbanization, but ignores the synergy between them. Based on panel data of 287 cities at or above the prefecture level in China from 1999 to 2016, this paper creatively calculates the matching degree between human capital and industrial structure of different types of cities, and then uses two-step system GMM model to make an empirical analysis of the impacts of human capital-industrial structure matching degree on urbanization. The results show that:1) there is a significant positive linear relationship between human capital-industrial structure matching degree and urbanization, but there will be significant differences due to the size of cities and regional differences. 2) From the perspective of city-sizes' differences, the positive impact of human capital-industrial structure matching degree of small, medium-sized and large cities on urbanization is not as prominent as that of super-large cities. 3) From the perspective of regional differences, compared with the cities in the central and western regions, the human capital-industrial structure matching degree of the small, medium and large cities in eastern cities has a stronger positive impact on urbanization, but for the super-large cities, the situation is just the opposite. The paper urges policy initiatives to pay attention to the sustainability of urbanization, improve the positioning of urban industrial development and employment direction according to cities of different sizes and regions, in order to improve the matching degree between human capital and industrial structure, and promote the process of urbanization.

    • Analysis of the economic effect of the national all-for-one tourism demonstration zone: quasi-natural experimental data from prefecture-level cities

      Abstract:The creation of a national all-for-one tourism demonstration zone aims to promote the transformation of the tourism industry from a "scenic area tourism" to a "all-for-one tourism" development model, and to promote the development of regional tourism economy through the transformation and upgrading of tourism and the improvement of quality and efficiency. However, whether the creation of the national all-for-one tourism demonstration area has actually promoted the development of regional tourism economy remains to be further verified. In this paper, with the help of the "quasi-natural experiment" of the creation of the national all-for-one tourism demonstration area, based on the 282 prefecture-level cities in 2013-2017 Panel data, this paper uses the difference in difference method to empirically test the impact of the creation of a national all-for-one tourism demonstration zone on regional tourism economic development and its mechanism, and further explores the regional differences. The study found that the creation of a national all-for-one tourism demonstration zone effectively promoted the development of the regional tourism economy. After a series of robustness tests, the conclusion is still significant, and it mainly affects through infrastructure, public services, opening up, and industrial structure. In addition, compared with the developed areas in the east, the tourism economic effect of creating a national all-for-one tourism demonstration zone in the less developed areas in the central and western regions is more obvious. Based on this, it is proposed to create a national all-for-one tourism tourism demonstration zone according to local conditions, guide the development of regional tourism economy in a classified manner, focus on improving the level of tourism infrastructure, public services, and openness to the outside world in the demonstration zone, optimize the industrial structure, and actively promote cross-regional tourism cooperation in the east, middle, and west.

    • Government innovation support and enterprise innovation: An intergration view of institutional theory and agency theory

      Abstract:In recent years, Chinese government has been increasing its support for the scientific and technological activities of enterprises. At the same time, the rationality, effectiveness and efficiency of the government's public scientific and technological resources investment have been questioned. Whether government innovation support is beneficial or hinders the innovation of enterprises has been discussed in the past, but the conclusions are not consistent. From the viewpoint of institutional logic, governments in emerging economies have a key impact on regulatory policies and control of scarce resources, and tend to think that government innovation policies will have a positive impact on enterprise innovation. From the viewpoint of efficiency logic, it is believed that government innovation policy will produce principal-agent problem, which is not conducive to enterprise innovation. Our research integrates the efficiency logic (agency theory) and the system logic. This research uses the Chinese enterprise innovation database and takes Anhui science and technology enterprises as samples from 2011 to 2013. It finds that in emerging economies, government innovation support policies enable enterprises to obtain key R&D resources, but reduce the efficiency of enterprises using these resources for innovation. In this case, there is an inverted U-shaped relationship between the integration of institutional logic and efficiency logic, innovation support policy and enterprise innovation. In addition, the study also finds that different types of government innovation support have different impacts on enterprise innovation, and the nature of property right has a moderating effect on the relationship between government innovation policies and enterprise innovation.

      Abstract:In the "Internet +" environment, the fresh agricultural products online retailers (the FAPOR) face a dynamically changing market environment. How to form the dynamic marketing capability that effectively responds to market changes has become an important issue for the FAPOR to solve urgently. Taking the FAPOR "BenLaiShengHuo" as an example and collecting a lot of first-hand data and second-hand data, through the open coding, spindle coding and selective coding to analyze the case data, this paper explores the dynamic marketing capability formation process of the FAPOR. The elements of the dynamic marketing capability of the FAPOR and their functions are obtained:based on the capability of consumers connection to excavate the demand characteristics of the consumers, based on the capability of channels management to layout omni-channel consumption scenarios, based on the capability of producers management to continuously obtain high-quality agricultural products,and based on the capability of brand promotion to constantly optimize the corporate image. On this basis, the logic relationship between the various capabilities is analyzed, and the dynamic marketing capability formation mechanism of the FAPOR is obtained. That is, the capability of consumers connection promotes the formation of the capability of channels management and the capability of producers management, the capability of channels management and the capability of producers management accelerates the formation of the capability of brand promotion, the capability of brand promotion further strengthens the capability of consumers connection. The interaction of these four kinds of ability forms the circulation of closed-loop relations, continuously improves enterprise's dynamic marketing ability. Finally, some relevant management implications are put forward.

    • Research on equity incentive mechanism of customer knowledge sharing for supply chain in big data environment

      Abstract:In big data environment, retailers who contact with consumers (customers) closely control the resources of customer big data and have rights to deal with these data,especially in supply chain with strong channel dependence. The pressure on manufacturers to acquire the customer knowledge from these data is increasing, and it is difficult to encourage retailers effectively to share the customer knowledge with the ordinary transaction contracts used in the past. Therefore, referring to the idea of equity incentive and introducing equity incentive variable, this paper designs a kind of equity incentive mechanism for customer knowledge sharing from the manufacturer's point of view, to enhance the incentive to retailers. The research shows that the equity incentive mechanism designed by a manufacturer could impel a retailer to improve its efforts for sharing customer knowledge. If the manufacturer's own customer knowledge innovation capability is high, the proportion of equity allocation to the retailer would be on the high side, which also would be happen if the retailer has low effort level for sharing customer knowledge. With the increase of equity share, the retailer's expected utility would increase, while the manufacturer's expected utility would increase before it reaches the maximum value and then decreases. Therefore, manufacturers need to control the threshold of share. Equity incentive mechanism strengthens the benefit sharing and risk sharing, further impels customer knowledge sharing and collaborative innovation between manufactures and retailers, which result to revenue increase of the both.

    • The effect of customer incivility on counterproductive work behavior and personal initiative of the front-line employees in service enterprises

      Abstract:This study was to investigate whether and how the customer incivility influences the counterproductive work behavior and personal initiative of the front-line employees in service enterprises. Based on the affective events theory and conservation of resources theory, we build the conceptual model of customer incivility influences the counterproductive work behavior and personal initiative through employees' negative emotion. In this study, we designed two scenario experiments to collect data from frontline employees in the catering industry,including 148 valid data in experiment 1, and 160 valid data in experiment 2. Then, we tested the model with independent-sample test, variance analysis and bootstrap method. We find that:1) Customer incivility positively relates to counterproductive work behavior, and negative emotion mediates the relationship between them. 2)Customer incivility negatively relates to personal initiative, and negative emotion mediates the relationship between them. 3)The perceived organizational support negatively regulates the influence of customer incivility on negative emotion. 4)Achievement motivation positively regulates the negative influence of negative emotion on personal initiative, and negatively regulates the positive influence of negative emotion on counterproductive work behavior.

      Abstract:The impact of dual embeddedness on firm upgrading is affected by contingency factors. Based on the survey of 212 manufacturing enterprises in Guangdong Province, the research results show that:Dual embeddedness has a significant positive impact on functional upgrading. Market network embeddedness has a significant positive impact on process upgrading and product upgrading. The absorptive capacity does not play a moderating role in the impact of market network embeddedness on process upgrading. The absorptive capacity plays a positive moderating role in the impact of market network embeddedness on product upgrading. The absorptive capacity plays a positive moderating role in the influence of market network embeddedness on the functional upgrading. The absorptive capacity plays a negative moderating role in the impact of institutional network embeddedness on process upgrading, product upgrading and functional upgrading. Manufacturing firms need to consider the impact of absorptive capacity when they are embedded in the market network for upgrading, and actively improve the firm's ability to absorb knowledge from suppliers, customers and industry competitors to achieve firm upgrading.
