Abstract:In recent years, major public health security incidents have occurred frequently around the world, testing the governance level and governance capabilities of various countries. Major public health and safety incidents can easily trigger various negative social emotions, which not only affect the mental health of social members, but also undermine the people’s feelings of good life to a certain extent. Taking the COVID-19 epidemic as an example, negative social emotions such as group panic, group anxiety, group anger, and group indifference have been prevalent for a long period of time, becoming unfavorable factors affecting social harmony and stability. Actively regulating negative social emotions caused by major public health events and strengthening the construction of social psychological service system are urgent needs to alleviate social conflicts, are important means of innovating social governance, and are also inevitable requirements for satisfying the people’s pursuit of a good life. Negative social emotions induced by major public health and safety incidents are large-scale and sustained, which formed after experiencing several important evolutionary stages such as emotional generation, emotional development, emotional outburst and emotional contagion under the dual effects of internal factors and external environment, having basic characteristics such as universality, specificity, explosiveness, and contagiousness. The internal motivations for the generation of negative emotions in major public health security incidents are expressed at four levels: social needs stimulate the arousal of negative social emotions; risk cognition promotes the differentiation of negative social emotions; psychological expectations promote the strengthening of negative social emotions; and herd mentality triggers the contagion of negative social emotions. The external effects of negative emotions generated in major public health and safety events are reflected in four aspects: the polarization effect of conflict of interests stimulating negative social emotions; the convergence effect of social justice inducing negative social emotions; the expectation effect of social prejudice strengthening negative social emotions; the diffusion effect of media communication triggering negative social emotions. Only by scientifically grasping the mechanisms and patterns of the generation of negative social emotions in major public health security incidents, strengthening social psychological guidance and humanistic care in major public health security incidents, and effectively regulating negative social emotions in major public health security incidents can we cultivate rational and peaceful people and ensure the sound and orderly development of the country’s social, political and economic development. Countermeasures to deal with negative social emotions in major public health security incidents include: paying close attention to people’s actual needs and blocking the sources of negative social emotions; promptly adjusting people’s risk perceptions and implementing isolation of negative social emotions; rationally guiding online emotional interactions to enhance the convergence of positive social emotions; fully guaranteeing the emotional support system and creating a positive social and emotional atmosphere.

Abstract:Artificial intelligence is such a dynamic and advanced tool as people are committed to continuous innovation and in-depth innovation exploration on the development path of how to imitate humans and which functions to imitate humans. Its level of intelligence is basically verified or measured by the dimension, depth, and validity of imitation; its imitation value regulation and social governance is gradually realized in the humanities + technology way of technological value, social value, moral and ethical value and other research results. As McEwan pointed out, since human history, no matter what cultural background they are in, people have always had a common dream, that is, to create an artificial version of ourselves non-reproductively, so that we can act like a God and create human beings as God did, that is, to create multifunctional artificial men. It can be seen from the perspective of people-oriented development that, the evolution and development history of AI is based on the type of human beings, constantly innovating and imitating people’s physical strength, intelligence, and physical strength + intelligence to achieve higher and deeper levels, and human beings are made intelligently to achieve the practical exploration of history that further liberates human beings. AI in the entire evolution process can reflect the formation and evolution of AI intelligence levels in a certain dimension and depth at the same time, and the operating paradigm is human imitation. At the same time, engineering knowledge such as the technical value, social value, and moral and ethical value of AI imitation principles and imitation values regulation has been gradually accumulated and improved in this process. On the one hand, the development of AI from mechanical mechanics technology to informatization and intelligent technology has enabled the development of the single liberation of physical labor towards the full service of human freedom and liberation. In a sense, AI has obtained theoretical accumulation, technical accumulation and a large-scale engineering paradigm. On the other hand, the more common and in-depth applications of AI have caused people to worry about their own future social activities, which set off a wave of value control research that reflects the intelligence level with its imitation of human intelligence, such as the rise of research on technological value, social value, moral and ethical value of artificial intelligence. For this reason, we should sort out the evolution and development of AI and its value regulation laws, especially clarify the value standards, value regulation measures, and value regulation quality and effectiveness of the human imitation principle in each course. Starting from each specific intelligence level, the value control knowledge of the imitation principle should be used to guarantee the sustainable development of its positive effects, and the elimination and shield of the negative effects. It is helpful to promote the comprehensive and in-depth intelligent integration application of AI under the upward and good value regulation, to achieve broader and sustainable deep intelligent integration application of AI, and to realize that AI is only a helpful assistant in human social activities in the future society which is a morally chosen laborer who promotes people’s social activities 24 hours a day, online and offline.

Abstract:Through the analysis of 318 sample cases that constitute the crime of collusive bidding, we can see that in China, collusive bidding has prominent features such as complicated behavior, concealed behavior, corrupt behavior and serious consequences. It is mainly due to the driving of economic interests in market operations, the imperfect bidding and tendering system, the ineffective punishment of criminal law and the improper governance of social management. In order to effectively prevent and punish the crime of collusive bidding, we should adapt to the social governance model being transformed. According to the characteristics and causes of such criminal phenomena, the corresponding regulation of criminal law should be incorporated into the whole social governance system and the rule of law system, and the systematic governance should be carried out. Specifically, on the basis of unifying and innovating the concept, policy, legislation, judicial and operational mechanism of criminal law participating in social governance, we should timely improve the legislative provisions of the current criminal law on collusive bidding crime, and improve the judicial mechanism which criminal law governance depends on under the guidance of the criminal policy of temper justice with mercy, so as to optimize the internal governance mechanism of criminal law. Meanwhile, we should carry out the system of opening the base bid price, cancel the pre-qualification procedure and improve the bidding method, evaluation mechanism and supervision mechanism, so as to strengthen the governance function of other measures.

Abstract:The algorithmic news has reconstructed the journalism and communication ecology, but also exposed some ethical problems, the core of which is the contradiction between algorithmic black box and the principle of news transparency, the contradiction between algorithmic hegemony and media justice, and the conflict between algorithm manipulation and delegated trust. To solve the ethical problems caused by algorithmic news, it is necessary to make clear that algorithmic news is a non-human network actor, but not an independent ethical actor, and human is the main responsibility subject of algorithmic news. The logical starting point of algorithmic news governance should return to the benign interaction among technology, human and society. Algorithmic news governance should take good as the bottom line ethics and up as the responsibility for the free and comprehensive development of human beings and the orderly and healthy operation of society. Algorithmic news governance needs to establish a multi-agent collaborative governance system: the government should play a good role as a rule maker, process controller and bottom line controller; the platform institutions should bear the main responsibility of algorithmic news governance; the public should consciously avoid the blind or passive phenomenon in news consumption; the traditional media should strictly enforce the professional check and audit mechanism, and refuse the news production catering to human weakness and inertia. The common responsibility of the public and traditional media is to correct, improve and supervise the algorithm news.

Abstract:The COVID-19 epidemic outbreak, combined with the economic and trade disputes initiated by the US government, have posed great challenges to China’s economic development. The Political Bureau of the CPC Central Committee has proposed the strategic choice to accelerate the establishment of a dual circulation development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement. However, at present, China is faced with such problems as high system cost, high financing cost, overcapacity of medium and low-end manufacturing industry, low disposable income of residents and unreasonable proportion of expenditure, which restricts the shaping of the dual circulation development pattern. Therefore, based on governance theory, focusing on the layout of the 14th Five-Year Plan, to build a dual circulation development pattern, we must activate the vitality of civil society, innovate the system of government governance, economic governance and social governance, lay a social and economic foundation in the aspects of system, social trust, economic structure, consumption structure and educational equity, through consumption driven by domestic circulation, investment driven by high-end industry and optimization of resource allocation to create a development environment full of trust, confidence and expectation.

Abstract:The professional identity of grass-roots civil servants is of great significance to the team construction of civil servants and the modernization of national governance. Through a questionnaire survey of 760 civil servants, this study finds that the professional identity of grass-roots civil servants includes three dimensions:professional behavior input, professional development identity and professional value identity, showing a circle structure with value identity as the core, behavior input as the outer layer and development identity as the middle layer; the level of professional identity of grass-roots civil servants is close to a higher level, but the level of professional development identity is low; different types of grass-roots civil servants show some differences in professional identity, among which the professional identity of young civil servants is significantly lower than that of middle-aged and old civil servants, and that of lower rank civil servants is lower than that of higher rank civil servants. Further analysis finds that the professional identity of grass-roots civil servants can positively predict job performance, and negatively predict turnover intention. On this basis, this study puts forward some suggestions to improve the professional identity of grass-roots civil servants.

Abstract:In the era of big data, the internet has become an important tool for the public to participate in anti-corruption campaign. Internet public opinion about corruption cases is becoming more and more important in the work of combating corruption and building a clean government. However, this kind of online opinion is uncertain as it is prone to trigger derivative effect. Effective response to internet public opinion about corruption cases has become an important issue to be solved in combating corruption and building a clean government. The response mechanism of internet public opinion about corruption cases implemented by local governments provides new ways and methods for innovating public opinion monitoring mode, improving the efficiency of research, analysis and disposal, and realizing the active response to internet public opinion about corruption cases. The study concludes that the grid-based governance mechanism of internet public opinion about corruption cases is a set of mechanisms including grid-based monitoring technology platform and grid-based public opinion monitoring, early warning, studying and judging, and guiding and handling. The popularization and application of grid-based governance mechanism need to further change the public opinion response concept, optimize the information technology platform, and improve the corresponding system guarantee.

Abstract:The evolutionary context of youth volunteer cultural values and the deep impact of voluntary service on youth cultural values since the Reform and Opening Up are researched and compared, which will help to re-examine the deep influence of the times on youth values and the cultural value function of volunteer service. Ingleharts World Value Survey and Q Methodology is used to survey 13 000 young volunteers across the country, of which the results are compared with the data from Ingleharts surveys in 1984 and 2007 in China. The study shows that the young volunteers of post-80s and post-90s pursue of both cultural values and happiness values, but among them the post-90s volunteers pursue happiness values more than that of post-80s volunteers, and it is found that volunteer behavior significantly affects the development and change of youth cultural values. Volunteering can help the youth to improve social cooperation, expand social networks, enhance social integration and explore social innovation. Furthermore, volunteering can help the youth in the new era to cultivate the cultural values of mutual aid, friendship, openness, tolerance, harmony and participation, and can also help the modernization of social governance from hard governance to soft governance so as to realize the modernization of social governance ability.

Abstract:The penalization of social governance refers to the trend of expansion and aggravation of penalty power in the process of social governance. The crux of social governance penalization lies in misusing social control theory. Specifically, the crux of concept of social governance is to strengthen penalty instrumentalism and weaken penalty humanism; the crux of social governance mode is to pay attention to external penalty sanctions and despise inner moral restraint; the crux of social governance subject is excessive state penalty control and inadequate public participation. As a result, there are deviations in the value concept of criminal law, the positive function of criminal law is weakened, and the effect of crime prevention is not obvious. Undoubtedly, the penalization of social governance is not conducive to the modernization of social governance and the process of rule of law, and a profound reflection and long-term consideration are needed.

Abstract:For a long time, theory of anti-corruption by regulations, market and culture has no thoroughly focus and system design on material motivation behind grassroots corruption. The interest theory of Marxism can make up for the insufficient. Interest is the way of explanation for grassroots corruption, and interest regulation is the system logic of governance of grassroots corruption. By analyzing the formation factor and anti-corruption motivation generation of grassroots corruption under the perspective of interest theory, the benefit structure, internal mechanism and basic rule of grassroots corruption governance can be deeply understood, and then governance path of grassroots corruption under the background of modernization of national governance system can be explored. Entering the new era, only by cleaning up boundary of powers and functions of the four main bodies of grassroots Party organizations, grassroots administrative organs, market subjects and grassroots people around interest regulation, and by perfecting the four elements of anti-corruption of knowledge premise, systems and mechanisms, the rule of law and regulations, and reporting channels, can the soil of grassroots corruption be effectively eradicated.
