  • 1  The spread of cities and the upgrading of the Yangtze Economic Belt Industry

    Abstract:
    The Yangtze River Economic Belt is an important inland river economic belt in China, and the development of extensive economy has formed the severe situation of "heavy chemical industry encircling the river" for many years, and the industrial upgrading is imminent. At the same time, the problem of urban spread with the appearance of rapid urbanization is gradually exposed, the urban spread makes the urban space expands rapidly, and the industrial space layout also changes. Whether urban spread can promote industrial upgrading is a question worth exploring. Firstly, this paper explains the internal mechanism of urban sprawl affecting industrial upgrading by using the theory of central periphery, agglomeration economy and division of labor and cooperation, and constructs the indexes of urban spread by using urban night lighting data. Based on the panel data of 104 cities in the Yangtze River Economic Belt from 2004 to 2013, the study shows that the urban spread and the industrial upgrading of the Yangtze River Economic Belt show a "U-shaped" relationship, that is, in the short term, the urban spread significantly restricts the industrial upgrading of the Yangtze River Economic Belt. In the long run, driven by the effect of scale economy and division of labor and cooperation, urban spread plays an important role in promoting the industrial upgrading of the Yangtze River Economic Belt. The influence of urban spread on the rationalization of industrial structure is positive first and then negative, there is an inverted "U-shaped" relationship between the two, and the influence of urban spread on the upgrading of industrial structure is negative first and then positive, and there is a "U-shaped" relationship between the two. The robustness test of other characterization methods of upgrading further shows that there is a "U-shaped" relationship between urban spread and industrial upgrading. Finally, this paper proposes some policy suggestions to promote industrial upgrading from the perspective of optimizing industrial layout, improving the quality of human capital, technological innovation and so on.
    2  Research on the cities' green technology innovation efficiency and its dynamic mechanism in the Yangtze River Economic Belt

    Abstract:
    This paper measures and analyzes the spatial pattern of green technology innovation efficiency of 110 cities of the Yangtze River Economic Belt in 2017 by using the EBM model. This paper further explores the efficiency's internal driving mechanism with the spatial Durbin model. The results show several findings. Firstly, the efficiency is ahead of the national average level, but there are significant differences between the upper, middle and lower reaches. Secondly, economic development, government support and industrial structure upgrading are the leading forces to directly enhance the green technology innovation capability of the cities. Thirdly, environmental regulation, foreign investment, advanced industrial organization and enterprise benefit have strong spatial spillover effect on the efficiency. To further enhance the green technology innovation capability of cities in the Yangtze River Economic Belt, it is necessary to accelerate the process of regional green innovation's coordinated development, increase government support for green innovation, optimize environmental governance model, promote industrial structure's greenization and upgradation, and enhance the initiative of enterprises' green technology innovation.
    3  Measurement and analysis of economic development efficiency under the support of scientific and technological innovation efficiency and scientific and technological innovation in the Yangtze River Economic Belt

    Abstract:
    Taking 11 provinces and cities in the Yangtze River Economic Belt as the research object, based on the combined model of PCA-SE-DEA theory, this paper quantitatively tests the scientific and technological innovation efficiency, analyzes the factor system affecting its development process, focuses on the technological innovation efficiency of the Yangtze River Economic Belt, and conducts convergence testing and analyzes its influencing factors and causes. At the same time, based on the C-D production function, the paper analyzes the correlation between technological innovation and economic development factors in the Yangtze River Economic Belt. The research results show that:the efficiency of technological innovation in the Yangtze River Economic Belt has not reached the average level in China at present; the provinces and cities in the Yangtze River Economic Belt show regional differences in the efficiency of technological innovation, and this difference shows an upward trend. Among the influencing factors, the optimization and upgrading of regional industrial structure has the greatest impact on the technological innovation efficiency of the Yangtze River Economic Belt. Among them, investment in science and technology, output of science and technology and environment of science and technology are particularly important for the good development of regional economy. The supporting efficiency of science and technology innovation for economic development is generally effective, with obvious regional differences. Therefore, the Yangtze River Economic Belt needs to adjust and plan as a whole, build a coordination mechanism, realize a good operation system of overall innovation and entrepreneurship in the basin, and improve the efficiency of technological innovation in an all-round way.
    4  Comparative study on regional development modes for the Yangtze River Economic Belt from perspective of high-quality development: Based on multivariate spatial economic model

    Abstract:
    Promoting the growth of the Yangtze River Economic Belt is an important strategy for China's overall development. It is of great theoretical value and practical significance to explore how to realize the high-quality economic development of the Yangtze River Economic Belt under the principle of "implementing big protection and prohibiting large-scale development".On the basis of the core-periphery model,and in view of reality of the Yangtze River Economic Belt,the paper establishes a modified multivariate spatial economic model,and makes a spatial mathematical modeling of the 11 provinces and cities belonging to the Yangtze River Economic Belt. Later,the SBM-undesirable empirical model analysis is conducted to further systematically argue the rationality of the segment-development mode and the regional economic integration mode for the Yangtze River Economic Belt high-quality development.The results show that the segment-development mode,due to the obvious influence of administrative barriers,will lead to greater difficulties in the flow of economic factors among regions,which will eventually make the development of the Yangtze River Economic Belt equalized and balanced,not conducive to the high-quality development of the Yangtze River Economic Belt and restrict the regional economic vitality. On the other hand,the regional economic integration mode will continuously weaken the influence of administrative barriers of provinces and cities within the Yangtze River Economic Belt,and improve inner trade conditions. The flow rate of economic factors will also be enhanced among provinces and cities,and ultimately the Yangtze River Economic Belt would effectively change the economic growth mode,form a self-organized agglomeration equilibrium,and achieve high-quality development of the overall economy. Besides,there exists a threshold value for the Yangtze River Economic Belt's agglomeration transformation. The above mentioned regional economic integration mode will lower this threshold value and reduce investment in the transformation process and enhance economic efficiency.
    5  Spatial differentiation of digital economy and its influencing factors in the Yangtze River Economic Belt

    Abstract:
    The development of the digital economy has played an important role in promoting the innovation-driven strategy of the Yangtze River Economic Belt,in achieving high-quality economic development,and in addressing the problem of inadequate development imbalance. Based on the digital economic index,by using spatial econometric model and mathematical statistics analysis,this paper attempts to explore the spatial pattern of the digital economy in the Yangtze River Economic Belt and its influencing factors. The results show that the development level of the digital economy in the Yangtze River Economic Belt is generally low,the geographical distribution is significantly different,and the development level is decreasing from the downstream to the upstream. The digital economic city hierarchy is not dominated by the economic level and does not completely follow the existing geospatial-based hierarchy. The digital economy of the Yangtze River Economic Belt is a hotspot-transitional-secondary hotspot-cold-point spatial differentiation pattern,and cities such as Shanghai,Suzhou,and Jiaxing are digital economic hotspots; geographically weighted regression results show that information level of development,city level,and industrial structure have significantly improved the level of digital economic development in the Yangtze River Economic Belt. The economic level,population size,and human capital have little effect,which means that regions with poor economic bases can also rely on upgrading information infrastructure and promoting industrial upgrading,and develop the digital economy to achieve economic "changing the road and overtaking". Accordingly,it is proposed to set up institutions to formulate policies to promote the growth of the digital economy,create a base,cultivate a brand,and enhance the digital economy,deepen cooperation,and innovate digital economic models.
    6  Evolution characteristics of manufacturing industry and industrial transfer or undertaking trend in the Yangtze River Economic Belt based on the shift-share analysis method

    Abstract:
    It is known that understanding the development status of the manufacturing industry in the Yangtze River Economic Belt scientifically and the trend of industrial transfer or undertaking along the Yangtze River Economic Belt is very important for promoting the high-quality development of the Yangtze River Economic Belt as a whole. By using the shift-share analysis method,this paper computes respectively the industrial structure components,competitiveness components and deviation components of 27 manufacturing sub-sectors in the nine provinces and two cities of the Yangtze River Economic Belt from 2005 to 2010 and from 2011 to 2015. The development types of the 27 manufacturing industry subdivisions are discriminated and the evolution characteristics are analyzed so as to get the trend of the industry transfer-undertaking in the belt,and corresponding countermeasures and suggestions are proposed. The results show that the manufacturing industry competitiveness of two provinces and one municipality directly under the Central Government in the lower reaches has weakened to a different degree,especially Shanghai and Zhejiang,so the traditional manufacturing industry needs industrial transfer urgently. The overall development trend of the manufacturing in the middle reaches is still good. However,it is necessary to speed up the transformation from big provinces to strong ones of manufacturing. It is necessary to change the industrial undertaking status and some industries with weakened competitiveness also need to be transferred. The competitive advantages of the manufacturing of three provinces and one municipality directly under the Central Government in the upper reaches are relatively insufficient. Among them,the manufacturing development advantage of Sichuan is the least obvious. While most of the manufacturing sub-sectors in Chongqing,Guizhou and Yunnan are relatively well developed,who become the important areas to undertake the transfer of manufacturing industry from the lower reaches of the Yangtze River Economic Belt.
    7  Research on the efficiency and synergetic effect of industry's green development and innovative development in the Yangtze River Economic Belt

    Abstract:
    Based on the panel data of the Yangtze River Economic Belt (YREB) at provincial level from 2011 to 2016, this paper makes assessment on the industrial green efficiency and innovative efficiency and their synergetic effect by SBM Model and Coupling Coordinating Model under the theoretical framework of green and innovative development. The results suggest three conclusions. Firstly, the capacity of YREB's industrial green production strengthens steadily, the distribution of the upper, middle and lower reaches' green efficiency presents an incremental gradient pattern, and the 11 provinces' green efficiency rank in the middle level of the whole country. Secondly, the kinetic energy of YREB's industrial innovative development ascends in a V-shaped trend, and the level of the 11 province's innovative efficiency is better than the country's overall level. Thirdly, the synergistic effect of YREB's industrial green development and innovative development is obvious, technical innovation is the main power driving the YREB's coordinating development. To push forward YREB's industrial green and innovative development, it is necessary to build more green open innovation platform, intensify research of green technological innovation, accelerate the process of the transformation of green innovation results into market value, give full play to each district's advantages in industrial green innovation and establish multi-ecological compensation mechanism.
    8  Spatial externality of manufacturing agglomeration in the Yangtze River Economic Belt: Identification and application

    Abstract:
    This paper studies the spatial externality of manufacturing agglomeration in 130 cities in the Yangtze River Economic Belt by using bivariate Moran index. Firstly, the urban economic development index and environmental pollution index are calculated. Taking manufacturing industry as the central variable, the spatial autocorrelation between manufacturing industry, urban economic development index and environmental pollution index is calculated by using bivariate Moran's I. The cities with economic and environmental externality in the Yangtze River Economic Belt are obtained. Secondly, in the review of the factors that affect the attributes of urban characteristics, this paper analyzes the generation mechanism of urban spatial externality through the factors of urban location, urban development positioning and planning, and urban scientific and technological innovation capability; finally, on the basis of identifying the specific types and performance of urban externality, this paper analyzes the urban policy system and resource information. In order to realize the spatial linkage effect of the Yangtze River Economic Belt, the application of the spatial externality of urban manufacturing industry is put forward from the aspects of industrial structure and ecological environment.
    9  A study on the evolution of spatial and temporal patterns of eco-efficiency in the Yangtze River economic belt and its influencing factors

    Abstract:
    Based on the cityscape data of 108 cities from 2004 to 2014, the paper analyzes the spatial and temporal pattern of urban eco-efficiency in the Yangtze River economic zone. In conclusion, the ecological efficiency level of the Yangtze River economic belt shows a fluctuating trend, and the urban ecological efficiency differentiation characteristics of the Yangtze River Basin are obvious. The ecological efficiency of the upper reaches of the Yangtze River in Hunan, Hubei and Sichuan is higher, and the urban ecological efficiency of the upper, middle and lower reaches of the Yangtze River is decreasing. The research on the influencing factors of ecological efficiency shows that technological innovation has significantly improved the ecological efficiency of the Yangtze River economic belt. The rapid economic growth has reduced the ecological efficiency of the city, which means that changing the mode of economic growth and accelerating scientific and technological innovation is an effective way to improve the ecological efficiency of the city. It is found that industrial structure deviation is beneficial to the improvement of urban ecological efficiency, and industrial upgrading restrains the growth of urban ecological efficiency from the rationalization of industrial structure and the construction of industrial upgrading index. This also means that industrial upgrading is not a shortcut to improving urban eco-efficiency.
    10  The policy difference of environmental governance of the Yangtze River Economic Belt and building a collaborative mechanism among the region

    Abstract:
    The ecological management of the Yangtze River Economic Belt involves the interests of many regions, and the independence of either side cannot solve the problem, so it is the only way to carry out cooperative management. Policy difference is an objective phenomenon, and it is necessary for synergistic effect of environmental governance to collating the policy difference among governments. This paper has gathered policy contexts of central governments,9 provinces and 2 cities. By policy quantitative analysis and content analysis of policy context's external and internal characteristics, the paper has explored the difference on the policymaking time, policy makers and policy tools between the central and local governments, furthermore, discussed the reality of environmental governance of the Yangtze River Economic Belt. The research finds that there exists a small difference between central government and local government, but a large difference among local governments, on the response speed of policymaking, policy makers and policy tools. This kind of policy difference is related to the position of the central government, the resource endowment of various regions, the seriousness of the local ecological problems, the governance ability of the local government, and so on. Therefore, policymakers should not only formulate differentiated strategies and measures based on specific situations, but also carry out ecological governance using the construction of regional policy coordination mechanism.
