The government plays a central and indispensable role in safeguarding social vulnerable groups. It is the duty of government to protecting the social vulnerable groups and garantee society for all to share, and the government is the subject to promote it. Therefore, the construction of the administrative responsibility system, an inevitable requirement of government of laws, is the key to further promotion of safeguarding vulnerable groups and guarantee for all to share, which needs the great attention by the government at all levels.
