    Abstract:

    With the rapid development of economy and society of China, there are more and more demands on building of ethic in the process of administration. The background of the demands refers to “Rule of Virtue” in terms of moral value and “Rule of Law” in terms of legal value, i.e. the administrative ethic building should be conducted at the same time in terms of both value rationality and tool rationality. In the new trend, they complement and rely on each other, and the objective development requires that we should on the one hand adhere to basic principles of “Rule of Law”, on the other hand carry forward the value concept of ethics, which is not only a must of further enhancing the administrative level and improving the socialism law system, but also the prerequisite of building the socialism political civilization. In national governance, the balance of relations between Rule of Virtue and Rule of Law is of great significances.
