“Cultural power ” is the strategy of revitalizing the country which is proposed at the sixth plenary session of the seventeenth central committee. It has a significant impact on the depth of China’s social development and national cultural revival. As an important representative of the advanced culture, national culture and heritage ,colleges and universities must assess the situation to a high degree of cultural awareness and historical mission, reform innovations, reconstruct the strategies of cultural development, and make due contribution to the cultural power and human progress. Accordingly, this paper puts forward two steering of cultural construction for colleges and universities, as well as four paths to the two transitions’ achievement for reference.
