Governments, higher education institutions and industry are the main forces of promoting university alliances. As a regional university alliance newly established, University Alliance in Chongqing has its internal strengths and weakness, external opportunities and threats. Based on SWOT analytic framework, the thesis proposes four strategies: aggressive strategy, opportunity seizing strategy, threats transforming strategy and weakness adjusting strategy.
