    Abstract:

    Confronted with the fresh way of reading method and the publishing industry brought by the information technology revolution, we should meet the cultural needs of the public with a more open opinion. However, in the digital age, the strong ability of information dissemination can easily lead to the loss of economic interests of copyright owners. This paper explores the role orientation of modern libraries in digital reading environment from the change of information dissemination mode, and resolves the rights disputes between modern libraries and copyright owners under digital reading. This paper explores the development of reading behavior and information dissemination, finds out the impact on the publishing industry and the libraries in the information technology era and their adaptation scheme, finds out the spirit of the library in the digital reading era, as well as the conflict of rights between the library and the copyright owners, and finds out the solutions. The essence of the conflict is the contradiction between public reading rights and copyright owners' property rights. On the one hand, it is the social and cultural undertakings of public digital libraries, on the other hand, it is the interests of copyright owners who have devoted themselves to the cultural industry. The contradiction between them is reconcilable. We can learn from the effective experience of the British public lending rights system and related commercial services. The system of digital lending should be reformed so that an institution of digital lending right in line with the actual situation of China could be established.
