    Abstract:

    The application of new information communication technologies in the field of justice in the new media era is profoundly affecting the relationship between justice and the public. Among them, judges are full of expectations for new information communication technologies, and it is a rare opportunity to promote the openness of justice and the realization of judicial justice. The article studies the new media contact and information dissemination status of the "judge" group as one of the "audiences" of judicial publicity. The article finds that the relationship between new information dissemination technology and judges' "empowerment" effect is complex and dynamic. New communication technologies have played an active role in obtaining more social resources for judges, promoting the improvement of the law, and combining the legal and social effects of judgments, but the issue of "empowerment" in the pursuit of the goal of "same judgment in the same case" is complex. At the same time, the "empowerment" of judges by new information dissemination technology is also facing the real dilemma. Therefore, in order to strengthen the "empowerment" effect of new information communication technologies on judges, it is necessary to upgrade the concept and strengthen the system construction, which has become one of the important ways to achieve the goal of judicial openness and justice.
