在市场经济条件下,风景区开发应遵循以风景名胜区总体规划指导风景资源向旅游资源转化,然后在旅游发展规划的指导下,将旅游资源开发成旅游产品推向市场的过程。文章同时以奉节县天坑地缝风景名胜区规划及旅游发展规划的实例阐明了上述观点。

Under the market economy system, the development of scenic areas must adhere to the regulation that the scenic resources must be turned into tourism resources under the guidance of scenic area planning at first, then the tourism resources has to be developed into tourism products directed by tourism development planning. Meantime, in this paper, Fengjie Tiankengdifeng Scenic Area Planning and Fengjie Tourism Development Planning are taken as examples to support this viewpoint.
