The legal nature of the bid is an invitation to offer. The bid has certain legal binding which is different from the ordinary invitation to offer. The legal nature of the tendering is an order, which is sent to the inviter by the bidder. The letter of acceptance takes effect when it is issued and meanwhile the civil engineering contract is formed.
