There is a conflict of the interests among the housebreaking householder, the developer and the government. In this paper, the different interests among the three sides are analyzed based on the city housebreaking management ordinance. It is suggested that taking intervention measures by the government to restrict the behavior of the developer and guarantee the interests of the weak parties to find a way out from the conflict.
