Rural electrification is the only way for the countryside to get rid of economic poverty and to achiev a stable and coordinated development. But since the relations between the local small electric network and the state big one have not been straightened out, the development of rural electrification has not yet rapidly gone ahead. This paper analyzed this unsolved problem and suggested an assumption of setting up some local stock power companies, so as to have a possibility to solve the problem completely.
