Whether or not success of a R&D project depends upon to a large extent of executing process after project selection. This study, bused on Data Envelopment Analysis theory and method, evaluates dynamic executing process of R&D projects in the light of the practice of our country, and also analyses managerial barriers that yield the innovation projects become relative inefficient and proposes appropriate policy countermeasures that could be taken.
