The quantity of work is needed to calculate the cost in tender offer and bidding. We represent the characteristic of KQML and put forward the idea of constructing the cost calculation system, which includes quantities calculation agents and cost calculation agents, applicable for not only tender bidding but also tender offer. The emphasis is to construct the communications mechanism between two kinds of agents by KQML. Then a communications application example between two kinds of Agent is depicted.
