Although the social-welfare model is often excerpted for many purposes, most people can not understand it accurately. Because none has ever analyzed the premises on which the model must base and they neglect the model establishment foundation condition. This article analyzes the model according to the payment variable, points out the premises, and demonstrates them by building marginal utility model of unemployed men.
