The paper presented the connotation of innovation projects to develop Party building on the ground level, designed the framework of setting innovation projects from four aspects, which are fundamental principles, the management system, system design, and the project-setting procedure, and proposed “four emphases” to promote project-setting in Party building on the ground level.
