Since the 21st century, philosophy and social sciences in universities and colleges of China have achieved a great development. The main problem of philosophy and social sciences research is lack of high quality. To increase philosophy and social sciences research level in universities and colleges, we need to evaluate research products’ value and quality by using a good evaluate system, so as to promote high qualified research products. Based on the Chinese Ministry of Education’s policy and principles about philosophy and social sciences research quality and evaluation, the paper built an evaluation frame for philosophy and social sciences research products in universities and colleges based on quality perspective following the principles of qualitative and quantitative evaluation, classification evaluation, and evaluation standards with innovative, scientific, and social characteristics.
