The development process of foreign university union is earlier than our country which has accumulated rich experience. According to the analysis of the three foreign university unions, The Association of American Universities, British Russell Group, and Group of Eight in Australia, we summed up three core links characteristics in their decision-making, management and quality assurance about the first-class university union mechanism, and provided five enlightenments to offering some selective references for the construction of university union in our country.
