The Belt and Road Initiative has provided unprecedented opportunities and challenges for the development of Guangdong higher education internationalization. Based on SWOT analysis, this paper points out the internal and external advantages and disadvantages of the internationalization development of higher education in Guangdong province under the background of the Belt and Road Initiative, and puts forward the following points on the basis of opportunities and challenges. First, strengthen top-level design and clarify the international development goal of higher education; second, increase the government scholarship, optimize the "Belt and Road" scholarship allocation rules; third, enhance the strength of colleges and universities and carry out high-quality Sino-foreign education cooperation; fourth, combining with the characteristics of colleges and universities, develop differentiated talent attraction strategy; fifth, make full use of the Guangdong-Hong Kong-Macao Greater Bay Area construction to build an international higher education center; sixth, jointly build the vocational education alliance and create the "Belt and Road" characteristic brand.
