During the "14th Five-Year Plan" period, China"s private higher education has gradually entered a critical stage of standardized development and quality improvement. As a core policy tool to resolve deep-seated contradictions and standardize development order, the implementation of classified management in private universities directly impacts the construction of the higher education classification system and the reform process of private education. However, the current classified management policy faces a prominent contradiction between "clear top-level design and lagging local execution," with most provinces yet to complete the classification tasks during the transition period. Using the Smith Policy Implementation Process Model as the theoretical framework, this paper systematically analyzes the "four-dimensional dilemma" in the implementation of classified management policies for private universities during the "14th Five-Year Plan" period, encompassing policy content, implementing entities, target groups, and the policy environment. It further constructs differentiated and synergistic optimization pathways for policy implementation, providing theoretical references for policy formulation and high-quality development of private education during the "15th Five-Year Plan" period.
