    Abstract:

    top-notch innovative talents has become the core strategic resources for national development and international competition, systematically evaluating and optimizing the policy system for top-notch innovative talents in our country is of great significance for enhancing the efficiency of talent cultivation and strengthening the strategic competitiveness of the nation. Based on the policy synergy theory, this paper constructs a two-dimensional analytical framework of "policy goals - policy tools ,a quantitative study was conducted on the evolution of China"s top-notch innovative talent policies coordination. The research finds that the number and effectiveness of policies as a whole show a "problem-driven" pulse-like growth. The policy subjects have formed a "core-periphery" structure with the Ministry of Education at the core and limited participation from multiple departments. The short-term synergy of policy goals is obvious, while the connection of cross-cycle goals is relatively weak. Policy tools are gradually shifting from being single to diversified, but the balance and long-term effectiveness of the tool structure need to be further optimized. Base on the research conclusions, specific suggestions for enhancing the collaborative efficiency of the policy system are put forward from aspects such as promoting the transformation from "project-based" to "systematic", building a through-target mechanism, and optimizing the structure of policy tools.
