As the "Belt and Road" Initiative and the "Going Global" strategy advance, Chinese construction enterprises face unprecedented opportunities and challenges in internationalization. Since Engineering Management (EM) graduates provide key talent support for China's overseas construction, developing their global competence has become a priority in higher engineering education. Analyzing the challenges encountered by Chinese engineering projects expanding overseas, this paper reviews the conceptual evolution of global competence, international competence, and intercultural communication competence to propose a concept and framework specifically for EM talent. Subsequently, through comparing domestic and international standards and surveying industry demands, a global competence standard system for EM graduates is constructed. Finally, drawing on joint practices from Chongqing University and Tianjin University, the study explores cultivation pathways including curriculum design, practical training, and university-industry collaboration, offering theoretical references and practical examples for educating internationalized EM talent in the new era.
