    Abstract:

    In depth research was conducted on the comprehensive reform of education, technology and talent integration in C City, revealing multiple challenges currently faced, including policy cognition and execution deviations, inadequate strategic planning and cooperation mechanisms, low resource allocation efficiency, insufficient effectiveness of industry university research cooperation, the need to improve the innovation and entrepreneurship ecosystem and talent cultivation system, mismatch between the supply of scientific and technological talents and industrial demand, and obstacles to the transformation of scientific and technological achievements. In response to these difficulties, a solution has been proposed: building a three in one collaborative mechanism and breaking through departmental barriers; Deepen the integration and development of educational technology talents, and create a closed-loop ecosystem; Strengthen the construction of basic support capabilities and consolidate the foundation of integration; Proactively layout emerging and future industries, seize development opportunities. Promotion strategies have been put forward, including strengthening top-level design and legal protection, focusing on key areas and links, enhancing element support and reform momentum, seizing the future industrial high ground, and serving the modern industrial system. The aim is to promote the deep integration of C city"s education chain, technology chain, talent chain, innovation chain, and capital chain, and provide strong momentum for the high-quality development of the city.
