As regional economic integration continues to advance, the Beijing-Tianjin-Hebei-Inner Mongolia region is taking shape a new pattern of cross-regional collaborative development by leveraging its geographical proximity and industrial complementarity, which imposes higher requirements on the program construction of higher education institutions. Focusing on the Beijing-Tianjin-Hebei region as the core area and the Inner Mongolia Autonomous Region as an extended and integrated area, this study constructs a three-dimensional analytical framework of "Institution-Structure-Process" based on regional synergy theory, new institutionalism theory, and the anchor institution concept. Employing literature research, comparative analysis, and case study methods, it systematically examines the alignment between higher education program offerings and industrial development in the four regions. The findings reveal that higher education institutions in the Beijing-Tianjin-Hebei-Inner Mongolia region are currently facing challenges such as the absence of cross-regional program governance mechanisms, insufficient alignment in program distribution, and superficial industry-education integration. Consequently, the study proposes optimization pathways including establishing a "three-level linkage" collaborative governance system, implementing a "cluster-based" differentiated program layout, improving the "whole-chain" industry-education integration mechanism, and building a "digital-intelligent" educational decision-making platform. These pathways aim to provide theoretical support and practical reference for the collaborative development of regional higher education and the optimization of program structures.
