    Abstract:

    In the perspective of social participation, promoting the transition of governance mode of higher education from traditional single power center to multiple governance can effectively boost the modernization of education governance system. Third party social forces apart from the government and the universities taking part in the system of university governance can free it from the tendency of "administration" and "blocking". To overcome the lack of social participation in thinking and the limitation of path of university governance, systematic and standardized institutional supply should be provided to ensure the realization of rights, responsibilities and interests of social participation, and a smooth power balance and win-win cooperation relationship should be constructed among the government, the society, and the universities. That is, to ensure the legal space, to regulate the system of power and responsibility, and to improve and expand the thinking and way of social participation in university governance.
