阐述三峡库区移民风险研究背景、现状及意义,在辨识移民系统风险基础上,构建其风险评估机制,建立风险控制结构模型,并据此提出移民风险防范及控制策略,旨在为实施可持续发展移民提供更科学合理的理论依据和决策手段.
