摘要:

制度是一个高频率使用的词。不同的学科对制度有各自的偏好。笔者认为在行政管理领域 ,制度是管理的框架结构和活动范围 ,其作用是“画地为牢”。故用“制度空间”这一概念论述面对WTO的法律体系框架 ,如何构造我国政府行政管理框架的某些基本问题。
