论述在城乡建设中切实保护耕地的重大意义,以及我国城乡建设乱占滥用耕地的现象及原因,提出在城乡建设中切实保护耕地的对策和措施。这对贯彻"实行最严格的耕地保护制度",维护国家粮食安全和社会长治久安有重要作用。
