The attention is being increasingly paid to the housing problem of migrant workers while advancing towards balance development between urban and rural regions in China The solution of this problem relies on two levels, one is ample and proper housing supply and the other is housing consuming power of migrant workers An available way to match the two levels is to establish legal reserves of housing for overall migrant workers This paper analyzes the conflict between actual regulations of legal housing reserves and migrant worker’s participation into the reserves Some solutions to the conflict are also proposed in this paper
