In order to resolve the evaluation problem of periodical and subject, in the point of view bibliometric and scientometric, this paper briefly introduces the indicators of JCR and its function．Combining with the different principle of class evaluation, by means of the information science & library science, it analyzies its collectivity distributing, source of data and its publication frequency．Using the Matlab and AHP, the authors construct the method of the periodical’s evaluation and point out some factors influencing the indicators of JCR．
