There are double meanings in its quality and quantity perspectives for the popularization of the socialist core value system. As far as its quality aspect is concerned, it contains two interrelated meanings that theory grasp the people and the people grasp the theory; and as far as its quantity aspect is concerned, it means all the people know this theory and the theory is internalized and externalized by all the people. Promoting the popularization of the socialist core value system is the strategic necessity for safeguarding our country’s ideology security, which is great important for us to resist the ideology penetration by western countries, to eliminate the interference from erroneous ideological trends, to be firm in our nation’s belief and to raise our country’s cultural soft power. To realize the popularization of the socialist core value system, firstly, this theory must be known and understood by its popularization, visualization and dissemination; secondly, it must be identified and internalized by being reinforced its persuasiveness, credibility and legitimacy; thirdly, it must be externalized and practiced by its institutionalization, legalization and standardization.
