It is a contemporary issue in Chinese contemporary philosophy that reflects the underlying failure causes in the health care reform started in 1999 from philosophy perspective and researches the success basis of the health care reform. It's been showed in the research that excessive rational in the health care system design and lack of ethics are the core reason for the failure. The author believes that it should be constructed the ethical content of health care reform and returned to the ethical nature of health care reform.
