Structure and perfect relevance system become necessary in use of the urban land from flat to solid dimension. Foreign countries have a lot of successful experience in use of stratified land system, which is worth of studying and reference. China is inadvisable to introduce the concept of superficies in the continental law countries. The system should be based on use of the forms of layered land in civil law countries, then draw on more flexible and practical experience in the common law system and regulate distinctively the specific situation.
