    摘要:

    作为美国国家级的非强制性教育项目评价标准,美国《教育项目评价标准》从1981年到2011年历经了3次修订。《教育项目评价标准》(2011)由独立于政府的第三方机构在严谨的程序下制定,其对美国教育项目评价起着规范、导向、调节以及质量控制的作用。最新版标准呈现母标准整合子标准、子标准紧密联系、注重元评价等特征。中国教育评价标准的制定应建立在充分的研究借鉴与实际调研基础上,制定过程要有广泛的利益相关者参与,标准内容应妥善处理指导性与操作性的关系。

    Abstract:

    As an national voluntary educational program evaluation standard, America’s Program Evaluation Standard had been revised three times from the year of 1981 to 2011. Program Evaluation Standard(2011)was formulated by Joint Committee of on Standards for Educational Evaluation (JCSEE), a coalition of major professional associations in the United States and Canada concerned with the quality of evaluation, with a strict procedure. The standard plays a role of standardizing, guiding, adjusting and quality control in America’s educational program evaluation. The newest edition standard presents a serial of characteristics, i.e. parent standards integrating sub-standards, which are of close relation with each other, and highlighting meta-evaluation etc. Therefore, the formation of China’s education evaluation standards should base on a sufficient research, proper imitation and factual investigation with extensive stakeholders involving in the formation procedure and the content of standards should deal with the relationship between instruction and feasibility well.
