Abstract:Food waste is a major practical issue of global concern. The sudden attack and spread of the COVID-19 epidemic have made the situation of food waste in countries around the world more serious, and some countries have experienced food crises. In order to stop food waste and promote food conservation, formulating or issuing regulatory documents has become the common choice of the United Nations, the European Union and many countries. Aiming at the current situation of the decentralized principles of food-saving legislation in China, the lack of accountability and comprehensive governance mechanisms, and the low level of regulation, this article attempts to make a normative and comparative study on legislation related to food-saving abroad, to provide useful references for China's promulgation and implementataion of anti-food waste law from, regulatory subjects, regulatory objects, regulatory process, regulatory model and other aspects
