总结十一届三中全会以来我国教育法制建设取得的成绩和主要经验 ,分析教育法制建设中存在的问题。认为教育法制建设必须以观念更新为前提 ;与解决当时面临的突出问题紧密相联 ;总结本国经验与吸收、借鉴国外经验相结合 ;加强教育立法与注重教育法的实施齐头并进。
