市场经济条件下人才结构调整的基本方式是通过市场配置实现。人才资源从宏观上是一种战略性资源,但它又是作为经济与社会发展中的一种基础性资源存在。因而,与其他改革一样,高新技术产业人才结构优化的基本取向也同样是市场化。
