发展高新技术产业是西部大开发的必然要求。基于对西部大开发战略实施5年来西部高新技术产业发展成就以及区域间和区域内差距的分析,从制度创新、政策促进、区域布局、比较优势发挥以及技术创新等五个方面提出推进西部高新产业发展的具体思路。
