构建包括农村地区在内的和谐社会是新世纪中国社会主义建设的又一战略目标。而实现农村社会的和谐需要各级政府发挥主导作用,履行其应有责任。当前,政府的责任主要是:发展经济,增加收入,促进公平,增进民主,化解矛盾,发展教育事业,保护生态环境等。
