党管干部是党政领导干部选拔任用的根本原则,其实质是党组织引导、支持人民选拔、管理、监督干部。党管干部被确立为干部选拔任用的根本原则的理论依据:党的性质理论是党管干部原则的根本理论来源;党的领导原理是党管干部原则的直接理论来源;政党政治录用的基本功能是党管干部原则的基本理论来源;现代官员理论奠定了党管干部原则的一般理论基础。
